OPINION BY JUDGE DOYLE FILED: July 22, 1996 Dorothy Graves (Claimant) appeals an order of the Workmen's Compensation Appeal Board (Board) which affirmed a Workers' Compensation Judge's (WCJ) decision terminating Claimant's benefits as of April 4, 1990. The issue on appeal is not the propriety of the WCJ's termination of Claimant's benefits, but rather whether penalties and attorneys' fees should be assessed against LaFrance Corporation (Employer) under the Workmen's Compensation Act (Act) 1 on the basis of Employer's refusal to pay Claimant total disability benefits pursuant to an interlocutory order of a WCJ.
